After a rock quarry operation illegally closed a stretch of the Horsepasture River to recreational paddlers, equating ownership of land on either side of the waterway to ownership of the waterway itself, a coalition between the American Canoe Association and the American Whitewater Association has filed a lawsuit in state court. The suit contends that the business cannot restrict lawful use of a navigable river because it does not, in fact, own it. The Horsepasture has long been popular with local and visiting canoeists and kayakers, who enjoy the challenges presented by a thirty-five foot waterfall.
